Villagers will not fill buckets/skins from rivers/lakes, so if you don't have the well you will have to do it yourself. A bag costs 200 coins and you can buy it from Uniegost. I tried using a simple bag and it didn't work. Another way is to sew a bag if you don't have 200 coins but you need to unlock sewing first. It means you haven't chosen what the building should produce yet. Select the building, press F to open details, click the assignment tab (hammer icon) and there you can assign what goods to produce.
